I'm just about to upgrade to 4.2.2

After that I want to be able to assign a moderator to a specific sub forum and only that subforum. To make it clearer, I want him to be able to do normal moderator type stuff in a particular sub forum but nowhere else on the rest of the forum and also NOT be able to ban users or give them infractions and so on.

Is this possible or is there a mod that will do this that will work on 4.2.2?
