I find the image is too small to read. I believe DST = Daylight Savings Time, and "Automatically detect DST Settings" is one of the options in the usercp, so I imagine it has to do with that.

I don't think repeating the cron script will affect how the tasks run, because there shouldn't be any difference between that and two users requesting a page at about the same time. I imagine that if you have a busy forum it won't make any difference, but I'm not absolutely sure.
