I have a big list of plugins but no of then causes timeout

I have no set up file caching in config.php but i use "APC Cache" and i use vboptimise for caching styles, templates, datastore etc.

Also have another problem
When i try to edit someting in vbulletin options with all options shows
i also cant save and see this error

I notice in my database new table with name "plugin2" with 236 records
table "plugin" have 1264 records

I need this 2 tables?
