Microsoft released an 'uptime.exe' many years back -- it might still work. Today, many admins handle this through 'power shell' on windows servers, although there are a quite a few alternate methods. If you can get some feedback from the users here, maybe we can gain a picture of what the windows hosts are recommending for a "loading response". A good host will have already established a response method.
