Have you ran "repair" on your database a couple of times? You can do that within vBulletin in ACP --> maintenance. Additional information can be found on table repairs in the Mysql manual or just Google the subject.

If the Admincp is reporting that Javascript is not enabled. Then Javascript is not enabled and you need to resolve that issue. Take a look at your browser's "Console" -- development mode might have to be enabled on your browser. If there is a problem running JavaScript it will be reported there.
At this point I would need access to your ACP before I could assist you any further. You obviously have something funky going on but it needs to be attacked with sound troubleshooting techniques.
