If you had a small board that might work. On a larger forum you would have too many pages of photos, you would need finer control -- at least by forum category, social groups, cms. You can easily determine if something like that is feasible by looking at your attachment statistics. Unless you want something like page (1 of 12,000).

With a little work you could actually modify the attachment statistics in the admincp to do what you want, as unfortunately I haven't seen a MOD here to do what you are looking to do (that does not mean it doesn't exist) -- probably for the reason I stated above.
