You need a plugin to do this. If you had the images and they chose not to show their reputation, then you see gray bars instead of green bars. The $show['reputation'] variable isn't used for what you think it is used for - it isn't the user setting, it just defines whether reputation is enabled on the site. You want to use the hook location "reputation_image" for this.
