This really depends on how the jquery code is written. If you are a beginner jquery, JavaScript user/programmer, leave it at the top. If you wish to move jquery load to the footer make sure you understand how the code and page will be available/ready or you might run into problems with the code working correctly.

Code must be 'wrapped' properly to insure it's proper loading from the footer.
