The templates are grouped by the start of the name. If you want your template to appear under "New Posting Templates", the name you give it should start with "new". I'm not sure if there's any way to override that. But you can create your own group if you want, using a plugin to add the group info to an array ( I can look up the details if you want to do that).

You probably realize this, but just in case: it's really just a way to organize the templates in the list, so it doesn't really matter where your new template appears.
