Forgive me for replying as my name is not BOP however I can answer the question. a vBulletin license holder is someone who owns a valid and active license. The only exception to the active part would be if you had ever purchased the 3.x series as some have "owned" licenses in that version that can never be taken away and therefor they will always be licensed.

The newer 4.x and 5.x licenses are good for the life of the product, so with that being said if you paid full price for 4.x then you can install and run it until it's no longer supported and/or available for download then of course yes, if you wanted to install and run vB5 you would need to either pay to upgrade your current license (means you receive a discount) OR you pay full price for a new separate license and install vB5.

Also don't forget, you have three email slots in your settings on vBulletin.com in the members area, you can callow up to two more individuals access to the support sites including vBulletin.org so they can assist you with checking out mods and current info we have because by adding their emails they now show as licensed (since you are and the emails were added) and can view attachments, download modifications and all the things a normal member can do on here!
