Can any one help me with the avatar situation?

Users are having trouble with them looking funny after uploading. Borders around them and not fitting correctly.

Also they are not always able to get the part of the picture they want in the avatar box. It sort of selects a part of the image and uses that.

One more note, I went into a users account and changed his user title to a custom one, I click save changes and it I exit and it still says newbie.
