re-installing vbulletin takes only 3 or more steps..

Install PHPMyAdmin on both old and new hosts (if they don't support shell)
Go to your old host and connect to your PHPMyAdmin and save all table and strings (once again, if they don't support shell)
Upload it in the new host vis PHPMyAdmin (once again, if they don't support shell)

that's it
