The simple reason being that one of my other website's already contains styles for vBulletin for download (ie: BBAddons.com), honestly, I don't see another reason to place them on another website

(at this time anyway).

Also, tutorials seem to play a large part with vBulletin, many many people ask for them almost everyday or something of the like. Having a certral location to obtain them would be helpful to both those that need them and those that are asked where another user could find such.
