Downloads will always be higher, since you must download it to have any chance to install it, but you may not actually do so (you may also download it many times over the course of time).

Such a system will not be implemented because downloading something does not mean you install it.
Many people download things just to look at them, or test them on test sites. It should only be marked as installed if you install it on your production site.
