Are your attachments stored in the database or the filesystem?

Not sure I completely understand here what you are telling me. I can tell you that ID's are linear but not necessarily consecutive. When you delete an attachment it never users that ID again.

You might try CMS "Verify and Rebuild Node Table" and clear the CMS cache. Although, I am not sure of how the two are intertwined at this point.
All data is good data when troubleshooting.
