Ok I think I finally got it, add this:

    $pm = datamanager_init('PM', $vbulletin, ERRTYPE_SILENT);
    $pm->overridequota = true;
    $pm->set_info('is_automated', true);

After this:

// Fill in the blanks

Had to adjust some of the code, but it seems to send the PM now, and no email if the inbox is full.
