It does not yet have all the features of VB4 such as an Articles system or sitemap generator... It also has it's fair share (some would argue more than its fair share) of outstanding bugs.
vBulletin 4.x is more stable a platform at this time. Also, performance issues are still being worked on. vBulletin 4.x handles multi-million post forums without issue but big sites still stress VB5. People are using it and on smaller sites it is OK if you can live with the fact it is still a work in progress. It has features like Site Builder you won't find anywhere else.
In my experience new forum owners just starting out like it better than those who were used to VB3 or VB4 because how it works is pretty different from the older versions.
VB5 is improving with each release and the articles system is due in the next version which will be 5.1.0. This most recent update (5.0.5) brought a sphinx search option which is a major improvement in itself, among a bunch of other fixes.
