I uploaded the file, it was the exact same size so I don't think it had been edited. Or it had been replaced when I reuploaded all of the files again an hour ago.

Well the problem turned out to be a plugin was holding it up. I disabled plugins within config.php and it loaded quickly. Does anyone know a way to check and see which plugin is causing the issue and why or just turn them on one by one?
