It does not "pull" any files. It upgrades the database, not the files.

It is simple. You're making it more complicated than it is.
BTW: There's a readme file in the package you downloaded. It explains the upgrade process just as well as the
user's manual.
It is good practice to upgrade a test installation first, and don't forget to delete your install folder after upgrading.
