Probably scraper software. I don't think you will have much luck, unless you ban the IP from that board or originating software, which means they could just use a proxy. If they are using scraper software, usually proxy IP lists can reach hundreds or even thousands... but it may not hurt to try if you find that they are using one specific IP...

I installed a tracker software on my board, gives dates, times, IP, Whois, which site they jumped off before coming to mine, what board they are looking at, etc... something similar may help you...
