I was able to get this to work, but it doesn't work for signatures.

I can still see images in signatures, despite the fact that I have them blocked.

I can't see links in signatures, despite the fact that I unblocked them (I did block them originally, then tried to fix it) and am logged in.

I think the logic working with signatures is messed up, perhaps because of a caching issue. I believe signatures are cached. So essentially, the usergroup of the person to view the signature first defines it the content it will hold.
