Do you have a forum set up for comments? For some silly reason you need a forum for your CMS comments but you can set its order to 0 so it wont be visible in your main forum sections.

Go to Settings in your admin control panel, click on Options and then scroll down to Content Management and click on it, now go to Associated Forum for Comments and set whichever forum you want associated with your article comments.
