Recently I've noticed certain usergroups do not recieve the pop-up notification box

To combat this problem, I've executed a SQL query:

UPDATE user SET pmpopup = 1

However, it seems that some people still don't get the pop ups
Me and the other administrators are one example of this

However, a test account I made recently into an admin does

I'm not exactly sure why this is happening, if anyone has any clue as to what it may be and could shed some light on it, I'd appreciate it
