If we can't debug it remotely, we'll request access. If we can't debug it via the AdminCP, we'll request FTP to debug the files.

I "lecture" (inform) people about our policies as each individual person or company here on vB.org have their own way of providing support
You appeared confused as to why we requested ACP access, so I clarified

I posit it's also a waste of time to attempt to list all test scenarios before actually attempting it - in most cases, that takes more time than actually testing it
