Jelsoft was the company that owned vBulletin before Internet Brands. Internet Brans purchased Jelsoft (and vBulletin) in 2009 I believe. The Jelsoft name is still used in old copyright notices.
Yes vBulletin has the ability to ban IP addresses, Support however is only given to license holders to the actual license holder would need to register here and verify their license to ask for specifics on how to do it or trouble shoot if it isn't working.
Also note however it is a fairly trivial process for a user to change their IP address (or hide it) if they have any computer/networking skills so the Admin may attempt to ban someone but if they are uncooperative it is harder than you think.
