I do not know of a mod... I keep it simple and just create a sub-forum for a the few private threads we have, then just use access masks. You first have to enable that in the admincp. It doesn't let a third party setup the private threads, maybe that is what your looking for?

Update: Just looked at the two mods you referenced. One of them can only be setup by an administrator, you have that with what I suggested above. The other allows user control, I am afraid I have not seen a mod for that. We handle those types of things in "Social Groups".

I am not familiar with all the mods out there... there may be other alternatives...
