What you could do is change the Registered Users group so it can't post, create another usergroup (copy Registered Users) and allow that group to post, then set up a Promotion to move users to the new group when "days registered" is 1 or more.

There may also be a mod that lets you handle this without using user groups and promotions, but I don't know of one offhand.
