Yeah, the Global Start is checked.

The error occurred while using this mod (https://vborg.vbsupport.ru/showthread.php?t=123166) in Admin Control Panel. I will try to replace this mod with another (https://vborg.vbsupport.ru/showthread.php?t=256621), and hope it will resolve this issue.
