For some reason when I disabled vbportal on your site all ccs fails to load and this also happens when your vbseo is disabled. Re-enable both and your css returns.... not sure why its doing this yet.
As I stated via text, I was able to install & uninstall both without having any issues on a fresh 3.8 test site... You have many addons installed & have edited a great deal of your code over the years with every update.
I was waiting to hear back from you via text after you uploaded all default vb files to see if that helped with the issue.

Also, when all his add ons are disabled via config he looses all css to all styles...
