Well, then there's a catch 22 type problem. You have to access the ACP to turn off the site, but you can't because of the disk space error.

I'd contact your host ASAP and have them cure the disk space problem and hope there's been no damage to the database.

SOMETIMES a reboot of the server will temporarily solve the problem. But it still needs to be addressed for the long run if it does.
