Dare I ask why you care if they delete their PMs (especially if they aren't allowed to receive any in the first place)?

There is no setting to disallow deleting PMs. You could edit the pm_messagelistbit template and put a condition around the box to not show it to the usergroup, or write a plugin and set $show['pmcheckbox'] to false for that usergroup.
