I found the edit I needed, it was on the same option page that you directed me to;

"Enable Forum Leaders
Forum Leaders is a listing of your important user groups. The display of forum Moderators on this page is controlled with this option while the display of other groups is controlled via the usergroup manager."

As soon as I selected no and saved, the Link disappeared.
