Posting New Thread all Categories (forum, subforum) with select option

Hi,

Anyone can give me a suggestion to do this?

Only one posting page should be used.. No need to go topic and then click post thread.

It should need only one page for all thread starting for all topics.. like to select the forum, sub forums...

Any idea? or is there any mods?
