It typically seems so. And it's just an annoying message on IE's end. But if it is something related to the forum, you can always have users test it in other browsers. If you have any JavaScript functions that are non-default, you might want to check them out, too, to make sure they're not running hot for some reason. A script that isn't quite running efficiently can be the source of a slow page load.
