here's an idea. do something like:

if (($userid == "zz") && ($bbuserinfo[userid] == "xx" OR $bbuserinfo[userid] == "yy")) {
  show_nopermission();
}

replace zz with your userid and xx and yy with the userids you want to block

it SHOULD work
