I came up with an idea and I suspect others have thought of it before and possibly have a solution at hand already.

The idea: to promote a range of topics from different (lesser noticed) subfora selected by moderators. In an "Editorial choice" forum. The topics are listed in this subforum, but the actual topics remain in their respective subforum. Perhaps to list an editorial selection of 5 topics at the top of the main forum index would do the trick as well.

Is there a plugin of any kind anyone can point out for me? (we're using vBulletin 3.7.3)
