"Can Open/Close Own Threads" - is set to "Yes".

That is not the issue. The issue is that the user is able to override the Admin/Moderator actions.

If the Admin/Mod closes the thread the user should not be allowed to re-open it. If the user closes the thread then they should be allowed to re-open as needed. User should never be allowed to override admin/moderator actions.
