You can do this with a plugin.

Install https://vborg.vbsupport.ru/showthread.php?t=122942

This plugin will work with vB 4.x.x

Once installed, you can edit BBcode permissions on the Usergroup level. Go to your Usergroup Manager and disable COLOR, FONT, and SIZE bbcodes for your group/s
