That is not the default that comes with vB4 - the colors aren't the same, there isn't a vbulletin banner (I doubt the vB guys are Cowboys fans!), etc.

Create a new style with no parent:

Styles & Templates > Style Manager > Add New Style
Parent Style: No Parent Style
Title: Default vBulletin
Allow User Selection: Yes
Save

That should create a totally default style.
