Default Users turning off PM's
On our forum users can stop people from sending messages but Admins can still send them. Is there a way to let say Super Moderators to be able to do the same? At the moment they are blocked from sending them due to the user disabling them altogether.

I've looked in the usergroup settings and can't find anything.
