To be honest I don't know. There is a scheduled task log, but it only shows when specific tasks run. You might have to do something like compare that log to some kind of server log (but that's where I get lost). If your host compnay was able to tell you that cron.php is a problem, then maybe they can tell you the exact times that the problem occurred, then you can look at the Scheduled Task Log and see what was running at those times.
