I have some threads on my site with 40+ pages of discussion. We are constantly telling people to read previous posts because they make comments without doing so. according to your mod they will be listed as having read the posts. This is useless and a waste of peoples time!

Who has read a mod shows all the thread readers 1 time. You can view the thread on the first day it comes out and it will always show up.
You can view the 1st post by Dave, and then not see the 3rd post by dave. The 3rd post by dave will not have your name that says you have read it. Make sense.
It shows who has read a post progressively throughout the thread. You viewing the thread, does not mean you have read every post. It only lists the posts you have read.
