1. Turn off post count for that sub-forum
2. Introduce a rule that any account that's x days old and has zero post count will be deleted
3. Regularly delete those accounts

Parasites online are no different from parasites offline. You need to kill them. It has worked very well for the forums I own and the forums enjoy a superb reputation ... in part because of that policy. Readers of this thread can PM me if they don't believe that and want my forum URL to check it out for themselves!
