To get an email notiofication when someone replies to a thread, you need to subscribe to that thread with "instant notification by email". You can set this to be automatic in your settings. You can set it to be the default for all users in the AdminCP.

To get notified of a quote in a thread you haven't subscribed to, you'll need a mod. I've seen one around here that offers that.
