If there's another user that you can log in to, then you could copy the password and salt fields in the database from that user to yours.

Another thing you can do is register a new user, then in the vbulletin distribution find a file called tools.php (in the do_not_upload folder). If you upload that to your admincp folder then go to admincp/tools.php, it will let you make the new user an admin (you will need your customer number).
