The "lock" is only for the ip address that made the attempt. I suppose that's so that someone else can't lock you out of your account by constantly guessing bad passwords. It's true that if someone tries from 1000 ip addresses you would get 1000 emails, but I think it's unusual for someone to have access to that many.
