If you're running 4.2.0 or greater then the plugin should start enabled, options are included in the AdminCP > vBulletin Options towards the bottom of the list (see screenshot). Otherwise, if you're yet to update to 4.2.x, you need to remove the vBulletin 4.2 dependency:

I don't have a forum below 4.2.0 to test on, so I set that as a dependency. If you want, you can remove that dependency from within AdminCP by going to the product manager, clicking go alongside the edit dropdown and selecting the delete checkbox beside the vBulletin row.
