Can someone help me to understand usergroup promotions? I thought I understood them well enough but apparently not lol

I have several usergroups, many are primary and lots are secondary/additional and some a mix between LOL

I created 3 new usergroups to display a rank image per posts/time registered and these groups are additional groups.

Silver Member = 100 Posts plus 60 Days Registered
Bronze Member = 500 Posts plus 90 Days Registered
Gold Member = 1000 Posts plus 90 Days Registered

I want members to go from one group to the next in a ladder type promotion.

So initially I created a new promotion for each of the 3 groups per primary group (around 6) but when I ran the task for promotions members who fit the criteria of all 3 usergroup promotions were being placed into all 3 groups as additional groups instead of going from one group to the next.

So I thought well maybe I did it wrong and all the primary groups should have a promotion to add the Silver promotion, then make just the 2 extra promotions from Silver to Bronze and then Bronze to Gold but when I run the task for that one no one is is placed into the 2 "higher" groups at all.

Does this ony work the way I want with Primary Usergroups?
