Because Flash files can modify files on the view's hard drive, access system resources, and do other dangerous things. You need to trust a flash application as much as any software you install on your computer.

If you allow users to link to arbitrary flash a "hacker" type could create a flash app that could do unwanted things, then link it in your forum, and all your visitors (and you) will have this dangerous code loaded on their computers when they view the post(s).
