Simon Lloyd - No they were not able to register since submitting the registration page with a blank recaptcha phrase results in an Image Verification Error, which it rightly should do.
Lynn - those are good questions and I'm troubleshooting this with the user but they are not a high level user. I personally suspect its an IE add-on or some other security setting since I can't replicate it on my end. I can't find any setting in a default install of IE that would cause the problem.
I did find some threads on other sites about Recaptcha changes made after Google aquired them referring to a change to https:// address rather than http:// addresses somewhere in the API, but I'm not sure that's something we VB users can even access to change. Or is it??
